After like 30 minutes to an hour (two floodings-ish), the gel starts to build up to the bottom, and the stuff on the front and back kind of fades away, and it feels like wearing a garbage bag and a bunch of gel on the bottom. Any solutions?

Only solution is buy a better quality diaper
What kind of diaper are you wearing? It could be a problem with the brand.
Have you tried wearing underwear or a onesie to hold things together?
Clumping depends on the diaper brand, some are more prone to it than others. One thing that will help is wearing a onesie or any type of snug fitting panties over diaper.
Choose a better diaper. NorthShore megamax has something to hold the padding in place to prevent clumping like this.
Even some noted premium ahem Abri-Form are horrible for clumping, as many noted using a onsie, panty or even plastic panty can help, also a booster/soaker pad will tend to keep all the fluff and sap where it belongs.
You’ll be less likely to clump if you limit your activity and try to avoid sweating
